Pennsylvania was admitted as a free state in 1788. Perhaps you confused the Pennsylvania 1790 census with some earlier assesor's survey during the colonial period. Delaware was admitted as a slave state. Manumission of blacks swelled the percentage of free blacks in Delaware from 10% in 1776 to one-third by 1810 and over 90% by 1860.
